Il Discorso per il Nuovo Anno del Corpo Diplomatico



Riportiamo il testo in inglese del Discorso del Nunzio, nella veste di Rappresentante Pontificio e di Decano del Corpo Diplomatico. Segue poi la traduzione in italiano riportata dalla piattaforma di FB. Dopo una ampia disamina dell’andamento dello scorso anno, delle problematiche storiche e geopolitiche connesse con la posizione di Malta nel Mediterraneo e alla questione dei migranti, vengono messe in risalto le esigenze legate al bene comune, alla dignità della persona, alla pace e alla costruzione di efficaci reti di solidarietà locale ed internazionale. GREETINGS FOR THE NEW YEAR
TO HER EXCELLENCY MRS. MARIE – LOUISE COLERIO PRECA PRESIDENT OF THE REPUBLIC OF MALTA

Madame President of the Republic of Malta,
The members of the Diplomatic Corps and the International Organisations accredited to the Republic of Malta have a long standing tradition that, at the start of the New Year, they present warm and sincere greetings to Your Excellency, and through you, Madame President, to your esteemed Spouse, Mr. Edgar Preca, your Advisors at the President’s Office and all the people of Malta.
Madame President,
The Year 2018 has passed. However, the forces that move history remain within us, whether to continue building networks of peace and solidarity, or unfortunately, to hinder or even destroy the outreach of friendship and progress already achieved.

Evidently, every beginning of a New Year is always marked by a inner hope: The hope that the new course of history will see the prevailing of forces that tend to support and promote the dignity of the human person – of every person without any difference - and allow to live an authentic human life, with friendly relations between peoples and cultures; the hope that the New Year will see the increasing affirmation of forces that lead to progress on the path of solidarity, in the wake of the well-known traditions, of caring attention to all, which has always distinguished these islands. But this obviously, with the necessary prudence and within the limits allowed by a correct understanding of the common good, keeping in mind the harmonious development of the countries’ communities.
Madam President,
On this auspicious occasion, as privileged observers of the Maltese society, we wish to renew our admiration for the activities that Your Excellency tirelessly carries out at the service of the common good, as supreme guarantor of the constitutionality and unity of the country.
At the same time, we present you - and through you to all the citizens of the Republic of Malta - the wish that the New Year will see even more the growth of positive energies in the Maltese society.

Happy New Year to you and your dear family!
Happy New Year to the Government and those who have public responsibilities!
Happy New Year to people of good will and all Maltese citizens!

TO THE HONOURABLE Dr. JOSEPH MUSCAT
PRIME MINISTER OF THE REPUBLIC OF MALTA
(Valletta, 10th January 2019)

Honourable Prime Minister,
The Diplomatic Corps and the International Organizations accredited to Malta have the honor to present to Your Excellency and to the Government of the Republic of Malta warm greetings and best wishes for the New Year. They are as cordial as the warm hospitality we receive from the High Authorities we meet in the course of our duties, to whom we renew our sentiments of deep gratitude and esteem.
Honourable Prime Minister,
As official representatives of our Countries, we are privileged to follow the political and social events in Malta and honoured to often share with your Excellency the hopes and challenges of our times. In this context, let me say that we follow your activities with great attention and respect. We appreciate very much your tireless commitment to strengthening the position of Malta within the family of Nations and we sincerely congratulate you for what you have achieved.
As privileged observers of the events which happen in Malta, we have noted with pleasure that last year Malta not only continued to play its important role on the international scene, but we have also noticed that at home your Government adopted several measures in order to ensure that the economic growth does not remain a privilege of few but can have beneficial effects for all Maltese citizens.
At the same time, we found that Malta once again faced complex challenges, which unfortunately recur periodically, due to its geographical location in the center of the Mediterranean. I refer to the issue of migrants, who often knock on the doors of these islands, traditionally so hospitable and welcoming.
In this regard, allow me to express my personal gratitude for the time dedicated to me, when we have discussed together these topics. I recall well that you wished to affirm that the Maltese Government and its people do desire to continue in the tradition of hospitality and solidarity that have distinguished the centuries old history of these islands. However, you wanted to point out that obviously this is not an issue that Malta can solve on its own: it is a problem that must be faced together with the International Community, and in particular with the countries of the European Union. Furthermore, you referred to the necessary prudence that must accompany Malta and the countries most exposed to these challenges, in the context of their concrete situations and the limits prompted by the common good, especially with regards to the security and sustainable development of the local communities.
My gratitude is even greater for these clarifications because often we too, Representatives of the Countries in diplomatic relations with Malta, sometimes find ourselves faced with partial interpretations of the choices and decisions taken here.
Honourable Prime Minister,
Our wishes to your Excellency and to all the Maltese people are that the dawn of the New Year may even further illuminate the path of Maltese society and lead it to a lasting progress and attention for all, based on solidarity and sustainability.
Happy New Year to you and your dear family!
Happy New Year to all the members of the Government of the Republic of Malta.
Happy New Year to all who have a responsibility in public life and service.
May the New Year bring renewed energies at the service of the solidarity and sustainable progress, for the common good of the people of these Islands.

MINISTER OF FOREIGN AFFAIRS AND TRADE PROMOTION

Honourable Minister Abela,
On behalf of the Diplomatic Missions and International Organizations accredited to the Republic of Malta, it is my honour to present again to Your Excellency our New Year greetings, and through you, to your distinguished Spouse and your family, as well as to the Her E. the Permanent Secretary and the staff of the Ministry of Foreign Affairs and Trade Promotion. To all of you,we are extremely grateful for the cordial and efficient collaboration extended to us, in our daily service, which facilitates our missions and renders our work even more effective.
Dear Minister,
Another year has passed: a year which, similar to other years, had its share of happy and sad events. Malta is among those nations that are in the forefront of progress and prosperity. However, combined with this, Malta is also facing several challenges, in order to continue on the path of solidarity, which traditionally marks its multi-millennial history.

Obviously, we are thinking first of all, of the solidarity among States, which is already strong because of Malta’s membership in the International Community and in the European Union. But we are thinking above all of the solidarity among peoples, especially those most in need, fleeing home and country, and knocking also at Malta’s door of hospitality.
Evidently – as I tried to elaborate this morning in my address to the Honorable Prime Minister - these are complex issues that require a global approach and a global strategy of the International Community, for which Your Ministry has worked intensively last year. Furthermore, we realize that one cannot overlook the problems that come from the concrete circumstances and the limits required by the common good, especially for what concerns the security and the sustainable development of the communities of these Islands.
However, with the inner hope that accompanies every beginning of a New Year, we trust that Your Ministry and the Government of the Republic will continue doing all that is in their realistic possibilities to reaffirm the traditional hospitality and the well-known sense of solidarity of Malta.
Honourable Minister,
Let me add that even during the last year we noticed that Your Excellency received many Foreign Dignitaries and travelled abroad extensively, in order to forward Malta’s best interest in the international scene, both within the European Union and the Mediterranean Zone, and beyond. We congratulate you for what you have achieved and respectfully wish you all the best in your future activities.

Once again, Happy new Year to you, to your distinguished Spouse and your Family, as well as to your much-appreciated Collaborators at the Ministry of Foreign Affairs and Trade Promotion.

Signora Presidente della Repubblica di Malta,
I membri del corpo diplomatico e le organizzazioni internazionali accreditate alla Repubblica di Malta hanno una lunga tradizione in piedi che, all'inizio del nuovo anno, presentano un caloroso e sincero saluto a vostra eccellenza, e attraverso di voi, signora presidente, alla vostra Stimato coniuge, il sig. Edgar Preca, i suoi consiglieri presso l'ufficio del presidente e tutto il popolo di Malta.
Signora Presidente,
L' anno 2018 è passato. Comunque le forze che muovono la storia rimangono dentro di noi, se continuare a costruire reti di pace e solidarietà, o purtroppo, di ostacolare o addirittura distruggere la sensibilizzazione dell'amicizia e dei progressi già raggiunti.
Evidentemente, ogni inizio di un anno nuovo è sempre segnato da una speranza interiore: la speranza che il nuovo corso della storia vedrà il prevalente delle forze che tendono a sostenere e promuovere la dignità della persona umana - di ogni persona senza alcuna differenza - E permettere di vivere una vita umana autentica, con rapporti amichevoli tra popoli e culture; la speranza che il nuovo anno vedrà la crescente affermazione delle forze che portano a progredire sul cammino della solidarietà, alla scia delle ben note tradizioni, Di attenzione a tutti, che ha sempre distinto queste isole. Ma questo ovviamente, con la necessaria prudenza e entro i limiti consentiti da una corretta comprensione del bene comune, tenendo presente lo sviluppo armonioso delle comunità dei paesi.
Signora Presidente,
In questa occasione propizia, in quanto osservatori privilegiati della società maltese, desideriamo rinnovare la nostra ammirazione per le attività che vostra eccellenza svolge instancabilmente al servizio del bene comune, in quanto garante supremo della costituzionalità e dell'unità del paese.
Allo stesso tempo, vi presentiamo - e tramite voi a tutti i cittadini della Repubblica di Malta - l'augurio che il nuovo anno veda ancora di più la crescita delle energie positive nella società maltese.

Onorevole primo ministro,
Il corpo diplomatico e le organizzazioni internazionali accreditate a Malta hanno l'onore di presentare a vostra eccellenza e al governo della Repubblica di Malta affettuosi auguri e auguri per il nuovo anno. Sono cordiali come la calda ospitalità che riceviamo dalle alte autorità che incontriamo nel corso dei nostri doveri, a cui rinnoviamo i nostri sentimenti di profonda gratitudine e stima.
Onorevole primo ministro,
In qualità di rappresentanti ufficiali dei nostri paesi, abbiamo il privilegio di seguire gli eventi politici e sociali di Malta e onorati di condividere spesso con vostra eccellenza le speranze e le sfide dei nostri tempi. In questo contesto, mi permetto di dire che seguiamo le vostre attività con grande attenzione e rispetto. Apprezziamo molto il vostro instancabile impegno a rafforzare la posizione di Malta all'interno della famiglia delle nazioni e ci congratuliamo sinceramente per ciò che avete raggiunto.
Come osservatori privilegiati degli eventi che avvengono a Malta, abbiamo notato con piacere che l'anno scorso Malta non solo ha continuato a svolgere il suo importante ruolo sulla scena internazionale, ma abbiamo anche notato che a casa il vostro governo ha adottato diverse misure per garantire Che la crescita economica non rimane un privilegio di pochi ma può avere effetti benefici per tutti i cittadini maltesi.
Allo stesso tempo, abbiamo scoperto che malta ancora una volta ha affrontato sfide complesse, che purtroppo si ripresenta periodicamente, a causa della sua posizione geografica nel centro del Mediterraneo. Mi riferisco alla questione dei migranti, che spesso bussano alle porte di queste isole, tradizionalmente così ospitali e accoglienti.
A questo proposito, mi permetto di esprimere la mia personale gratitudine per il tempo dedicato a me, quando abbiamo discusso insieme di questi argomenti. Ricordo bene che avete voluto affermare che il governo maltese e il suo popolo fanno il desiderio di continuare nella tradizione di ospitalità e solidarietà che hanno distinto la storia secolare di queste isole. Tuttavia, lei ha voluto far notare che ovviamente questa non è una questione che Malta può risolvere da sola: è un problema che deve essere affrontato insieme alla comunità internazionale, e in particolare con i paesi dell'Unione Europea. Inoltre, lei ha fatto riferimento alla necessaria prudenza che deve accompagnare Malta e i paesi più esposti a queste sfide, nel contesto delle loro situazioni concrete e dei limiti indotti dal bene comune, soprattutto per quanto riguarda la sicurezza e lo sviluppo sostenibile delle comunità locali .
La mia gratitudine è ancora più grande per questi chiarimenti perché spesso anche noi, rappresentanti dei paesi nelle relazioni diplomatiche con Malta, a volte ci troviamo di fronte a interpretazioni parziali delle scelte e delle decisioni prese qui.
Onorevole primo ministro,
I nostri auguri a tua eccellenza e a tutto il popolo maltese sono che l'alba del nuovo anno possa anche illuminare ulteriormente il cammino della società maltese e lo conduca a un progresso duraturo e all'attenzione per tutti, in base alla solidarietà e alla sostenibilità.
Buon anno a te e alla tua cara famiglia!
Buon anno a tutti i membri del governo della Repubblica di Malta.
Buon anno a tutti coloro che hanno una responsabilità nella vita pubblica e nel servizio.

Onorevole Ministro Abela,
A nome delle missioni diplomatiche e delle organizzazioni internazionali accreditate alla Repubblica di Malta, è mio onore presentare nuovamente a vostra eccellenza il nostro nuovo anno auguri, e attraverso di voi, al vostro illustre coniuge e alla vostra famiglia, oltre che alla sua e . Il Segretario permanente e lo staff del Ministero degli affari esteri e della promozione commerciale. A tutti voi, vi siamo estremamente grati per la cordiale ed efficiente collaborazione estesa a noi, nel nostro servizio quotidiano, che facilita le nostre missioni e rende ancora più efficace il nostro lavoro.
Caro Ministro,
Un altro anno è passato: un anno che, simile ad altri anni, ha avuto la sua parte di eventi felici e tristi. Malta è tra quelle nazioni che sono all'avanguardia del progresso e della prosperità. Tuttavia, insieme a questo, Malta sta affrontando anche diverse sfide, al fine di continuare sul cammino della solidarietà, che tradizionalmente segna la sua storia multi-millenaria.
Ovviamente stiamo pensando prima di tutto, della solidarietà tra gli stati, che è già forte a causa dell'appartenenza di Malta alla comunità internazionale e all'Unione Europea. Ma stiamo pensando soprattutto alla solidarietà tra i popoli, soprattutto quelli che più ne hanno bisogno, che fuggono casa e paese, e bussano anche alla porta di ospitalità di Malta.
Evidentemente - come ho cercato di elaborare questa mattina nel mio indirizzo all'onorevole primo ministro - si tratta di questioni complesse che richiedono un approccio globale e una strategia globale della comunità internazionale, per la quale il vostro ministero ha lavorato intensamente l'anno scorso. Inoltre, ci accorgiamo che non si possono trascurare i problemi che provengono dalle circostanze concrete e dai limiti richiesti dal bene comune, soprattutto per ciò che riguarda la sicurezza e lo sviluppo sostenibile delle comunità di queste isole.
Comunque, con la speranza interiore che accompagna ogni inizio di un nuovo anno, confidiamo che il tuo ministero e il governo della Repubblica continueranno a fare tutto ciò che è nelle loro realistiche possibilità di riaffermare l'ospitalità tradizionale e il noto senso di solidarietà di Malta.
Onorevole Ministro,
Aggiungo che anche durante l'ultimo anno abbiamo notato che sua eccellenza ha ricevuto molti dignitari stranieri e ha viaggiato all'estero ampiamente, al fine di far progredire il miglior interesse di Malta sulla scena internazionale, sia all'interno dell'Unione Europea che della zona mediterranea, e oltre. Ci congratuliamo con voi per ciò che avete raggiunto e rispettosamente vi auguriamo tutto il meglio nelle vostre future attività.
Caro Ministro,
Ancora una volta, felice anno nuovo a te, al tuo illustre coniuge e alla tua famiglia, oltre che ai tuoi collaboratori molto apprezzati al Ministero degli affari esteri e della promozione commerciale.
